California Air Resources Board publishes preliminary SB 905 rules for carbon capture, storage and CO2 removal

The California Air Resources Board published preliminary regulatory language and a staff report for its carbon capture, utilization and storage and carbon dioxide removal program under Senate Bill 905. The proposal covers project monitoring, seismic risk and financial responsibility, and CARB may revise it after public input. CARB expects a 45-day public comment period to run from October 30 through December 14, 2026.

RoughRider Energy plans 240 million gallon per year corn ethanol plant near Glen Ullin, North Dakota with fermentation CO2 capture

RoughRider Energy LLC is developing a 240 million gallon per year corn ethanol plant on a 718-acre site near Glen Ullin in Morton County, North Dakota, according to county filings reported by BioEnergy Times. Fermentation CO2 would be captured and compressed at the plant and moved through a proposed RoughRider Carbon Transport pipeline to a proposed storage site in Mercer County being developed by Summit Carbon Storage #1 LLC. Commercial operations are targeted for 2029.

Ozona CCS and Marubeni reach final investment decision on Pawnee CO2 storage project in Bee County, Texas

Ozona CCS and Marubeni made a final investment decision on the Pawnee Carbon Sequestration Project in Bee County, Texas, which is designed to store up to about 400,000 metric tons of CO2 a year from natural gas processing using an existing well. Ozona will develop and operate the facilities and Marubeni will market the carbon credits. The partners target first injection in the first quarter of 2027.

BLM offers Tallgrass Energy a right-of-way grant for federal pore space at its Laramie County, Wyoming CO2 storage project

The Bureau of Land Management's Rawlins Field Office offered Tallgrass Energy a right-of-way grant for the Southeast Wyoming Carbon Dioxide Sequestration Project in Laramie County. The grant would let Tallgrass use federally managed underground pore space to store CO2 permanently once it receives the necessary state authorizations, and the Wyoming Department of Environmental Quality permits the project's Class VI injection wells. BLM's April 2025 decision had approved the project's use of about 480 acres of federal pore space.

The CO₂ Supply Chain Is Under Pressure

CO₂ is essential. It carbonates beverages, chills food, welds steel, and preserves pharmaceuticals. Every one of those industries depends on a continuous, reliable supply, and that supply is under increasing strain.

Most commercial CO₂ is a byproduct of industrial processes: ammonia production, ethanol fermentation, natural gas processing. When those industries slow down, CO₂ supply tightens. The 2022 CO₂ shortage disrupted food production and beverage distribution across the country. New domestic sources are the answer to that exposure.

Demand continues to grow while traditional supply remains geographically concentrated. CleanCycleCarbon is adding new domestic CO₂ capacity by capturing emissions at industrial facilities and purifying them on-site, complementing existing sources and strengthening the overall supply chain.

This is not a pilot program. It is not a research project. The first CleanCycleCarbon facility entered continuous commercial beverage grade production in December 2024 in Lewiston, North Carolina, and additional projects are in active development.

Proprietary Technology

Patent-Pending Cryogenic Purification

CleanCycleCarbon developed a cryogenic CO₂ purification process entirely in-house. The technology captures raw CO₂ from industrial emissions and purifies it to food-grade and beverage-grade specifications through a proprietary low-temperature process.

The process is modular, scalable, and deployable across a wide range of feedstock types. A patent application is filed. The IP belongs to CleanCycleCarbon.

CleanCycleCarbon Lewiston North Carolina facility

Proven in Lewiston, NC

CleanCycleCarbon's first facility was built on the Perdue Farms campus in Lewiston, North Carolina, to capture CO₂ from the campus's operations and purify it to FDA-registered, beverage-grade quality at commercial scale.

Lewiston entered continuous commercial beverage grade production in December 2024, and certified product was sold to commercial buyers through established distribution partners. That is what moved CleanCycleCarbon from a concept to a commercial CO₂ supplier.

EPA Has Proposed to Stop Counting the CO₂ Sold Into Food and Beverage

Subpart PP is the only federal record of how much CO₂ the U.S. supplies to food and beverage: 4.59 million metric tons in 2023, second only to enhanced oil recovery. EPA has proposed to remove it, and on October 14 pushed the 2025 reporting deadline to March 10, 2027 while it decides.
